Nemesis was the Greek goddess of retribution, a supernatural force that punished evil deeds and undeserved fortune. Adrastea was one of her titles, meaning "Inescapable". In this picture I've re-imagined her as an inescapable punisher (inspired partly by Pyramidhead of Silent Hill fame) of crimes against women. The sickle she wields is inspired by the myth of Uranus/Oranos (if you know that one, you can connect the dots as to the criminal's punishment
